Conservation that Benefits Wildlife and Supports Agriculture and Rural Communities
BOULDER, Colo., June 27, 2023 – Today, the U.S. Department of Agriculture (USDA) is announcing that it
will expand its work on wildlife conservation by investing at least $500 million over the next five years and by
leveraging all available conservation programs, including the Conservation Reserve Program (CRP), through its
Working Lands for Wildlife (WLFW) effort. These commitments, which align with President Biden’s Investing
in America agenda, will ramp up the conservation assistance for farmers, ranchers, private forest owners and
tribes with a focus on working lands in key geographies across the country as well as hiring for key
conservation positions. The funding will help deliver a series of cohesive Frameworks for Conservation Action,
which establish a common vision across the partnership of public and private interests and goals for delivering
conservation resources in a given ecosystem, combining cutting-edge science with local knowledge.

Federal forest management dates back to 1876 when Congress created the office of Special Agent in the U.S. Department of Agriculture to assess the quality and conditions of forests in the United States. In 1881 the Department expanded the office into the Division of Forestry. A decade later Congress passed the Forest Reserve Act of 1891 authorizing the President to designate public lands in the West into what were then called “forest reserves.” Responsibility for these reserves fell under the Department of the Interior until 1905 when President Theodore Roosevelt transferred their care to the Department of Agriculture’s new U.S. Forest Service. Gifford Pinchot led this new agency as its first Chief, charged with caring for the newly renamed national forests.

Working Lands for Wildlife’s Northern Bobwhite Pilot Project, as well as the signup dates for USDA’s General Enrollment signup in the Conservation Reserve Program (General CRP), opens March 4. Both conservation opportunities give producers tools to conserve wildlife habitat while achieving other conservation benefits, including sequestering carbon and improving water quality and soil health.

USGS - Cooperative Fish and Wildlife Research Units Program

The Cooperative Research Units program was established in 1935 to enhance graduate education in fisheries and wildlife sciences and to facilitate research and technical assistance between natural resource agencies and universities on topics of mutual concern. Today, there are 42 Cooperative Research Units in 40 states, with a National Program Office located at the U.S. Geological Survey in Reston, Virginia. Each unit is a unique partnership among the U.S. Geological Survey, a host university, one or more state agencies, and the Wildlife Management Institute.
